The purpose of this Guide is to reflect the various anti-corruption practices in the EU Member States that have proven to be useful in solving corruption-related problems and that can inspire similar initiatives in other countries.
The guide describes 27 best practices (one initiative per EU member state with a positive impact on preventing or detecting corruption). It can be either an established practice that has been used for years and has shown results, or an innovative solution to new or old issues.
The best practices collected in the handbook are grouped under 8 anti-corruption approaches. Each approach is revealed theoretically and supported by illustrative cases. Overall, the text recognizes that anti-corruption efforts are complex and non-linear.
Thus, transferring best practices from one context to another is not easy and requires consideration of many different aspects. Case studies focus on implementation mechanisms, taking into account the costs of such practices and the risks associated with them.
